Program Overview

Electric Bicycle Incentive

Many Ashland Electric customers have shown their commitment to the environment by being early adopters of zero emission vehicles, but e-bikes remain financially out of reach for many customers. The e-bike incentive increases access to affordable, zero emission e-bikes. This program also supports City of Ashland’s commitment to transportation electrification and multi-modal transportation options.

Goal: The electric bicycle (e-bike) incentive increases equitable access to zero emission vehicles by providing Ashland utility customers with a cash incentive for the purchase of an eligible electric bicycle.

What is an electric assisted bicycle? 

Electric assisted bicycles, or e-bikes, pedal and handle just like a regular bicycle and include similar components as a regular bicycle. With the help of an electric motor, an electric assisted bicycle provides additional power to help the rider manage things like hills or carry heavier loads and allows for traveling longer distances more easily.

Benefits of E-Bikes

  • Cheaper Than A Car: No need to pay for car registration, car insurance, or gasoline. Cost of maintenance and repairs is substantially lower for an e-bike than a car.
  • Low Barriers: Reduces physical exertion, making it easier to carry cargo and/or children, ride uphill, and go further faster. Being more affordable than a car means more people have access. No need to meet car insurance requirements.
  • Low Emissions: E-Bikes emit approximately 96% less CO2 than gasoline-powered cars for the same distance traveled.
  • Health Benefits: Riding an e-bike provides moderate exercise, which in turn improves cardiovascular and heart health, increases muscle tone and metabolism, boosts the immune system, reduces stress, and contributes to quality sleep.

Important considerations 

It can be helpful to ask yourself these questions as you look at e-bikes.

  • Riding needs: Where and how far will I ride most of the time?
  • Local Service: Can I get local service and maintenance? Support from a trained bike mechanic is a crucial to keeping your e-bike in top shape.
  • Warranty: What is the battery and electronics warranty? A battery warranty of 2 years or more is highly recommended. The battery warranty is not the same as the warranty on the frame or parts.
  • Cargo: Will I want to carry passengers, groceries, or other cargo? 

Electric Assisted Bicycle Classes

  • Class 1: Provides power assistance only when the rider pedals and stops assisting when the bicycle reaches 20 mph.
  • Class 2: Is equipped with a throttle that can propel the bicycle without any pedaling by the rider and stops assisting when the bicycle reaches 20 MPH.
  • Class 3*: May or may not be equipped with a throttle and stops assisting when the bicycle reaches 28 MPH.

Types of electric assist

  • Pedal Assist: The electric motor is only activated while pedaling, You can choose level of assistance; similar to selecting which gear to ride on. Pedal assist reduces physical exertion of pedaling, especially uphill.
  • Throttle: A throttle is a mechanism on the handlebars of the bike that activates the electric motor. The throttle is usually activated by either twisting one handlebar or pressing a lever with your thumb. The throttle propels the bike without the rider needing to pedal.

Registering and Insuring Your Bike

  • Registering your bike increases the likelihood of it being recovered in case of theft.
  • The City of Ashland requires all bicycles be registered with the City (AMC 11.52.070). You can register your e-bike through any Ashland bike shop or Ashland Police Department.
  • Insurance policies may be obtained through homeowner, renter, or motor vehicle insurance companies to help cover collisions, theft, and liability. Here are a few examples of e-bike insurance:

Oregon State E-Bike Laws

Per Oregon Vehicle Code ORS 801.258, an electric assisted bicycle is street legal if it is designed to travel with no more than three wheels in contact with the ground, has a power output of no more than 1,000 watts, and is incapable of propelling the vehicle at a speed greater than 20 miles per hour. *Class 3 electric assisted bicycles do not fall under these criteria.

  • Speed Limit: E-bikes may not exceed 20 MPH when being powered by the electric motor. It may exceed 20 MPH when being powered by human effort.
  • Minimum Age: Age minimum for e-bike riders is 16 years old.
  • Helmet Requirement: Helmets not required for e-bike riders.
  • License and Registration: Riding an e-bike does not require a license, insurance, or registration.
  • Where Allowed: E-bikes are considered a bicycle by Oregon Vehicle Code. They are allowed on any roadway, lane, or path that bicycles are allowed on, including bike paths. E-bikes are not allowed on sidewalks.

Funding for this program is in part made possible by the Oregon Clean Fuels Program (CFP) administered by the Oregon Department of Environmental Quality (ODEQ).

 

Applicant Eligibility
The applicant must meet the following criteria:

  • The applicant must reside at the service address of a City of Ashland Electric Utility customer with an active account.
  • Applicant must have consent to apply from primary utility customer, or an authorized individual under the account.
  • The applicant must be the purchaser of the bicycle.
  • Only one e-bike rebate may be issued per Ashland Electric Utility account.
  • This program is available to Residential and Commercial accounts.

Rebate Amounts
The rebate amount varies depending on where it is purchased and type of e-bike. Current rebate amounts are:

  • Participating Ashland bike shops  =  $300 for e-bike  or  $600 for e-cargo bike
    • See the bottom of this page for a list of participating bike shops.

Rebate Requirements

  • E-bike must be purchased on or after April 15, 2022. (Locally purchased E-bikes purchased before this date may still be eligible under the previous program rules. Please email chad.woodward@ashland.or.us for assistance.)   
  • Rebate may not exceed 50% of the purchase price.
    • For purchases on or after November 15, 2022 the rebate may not exceed 30% of the purchase price. 
  • Rebate application must be submitted to the City of Ashland within 180 days from the purchase date.

E-bike Eligibility
The e-bike purchased must meet all of the following criteria:

  • Your invoice or bill of sale must be paid-in-full and you must have possession of the bike.
  • Class 1, Class 2, and Class 3 rated e-bikes are eligible.
  • E-bike battery must carry a minimum warranty of 1 year (be sure to ask for this information, especially if you are planning to buy a lower cost e-bike)
  • Only new e-bikes are eligible. E-bikes that are used, resold, rebuilt, received from warranty insurance claims, third party-owned, or won as a prize are not eligible for rebates under this program.
  • E-bike must be intended for use by utility customer household.
  • Rebate recipient must be retain ownership of the e-bike for a minimum of 12 months from the date of purchase. If the bike is returned, sold, or stolen, the recipient shall contact program administrators at the email listed on this page.  
  • Full-suspension mountain bikes are excluded from this program.
  • E-bike conversion kits are excluded from this program.

E-Cargo Bike Eligibility
E-cargo bicycles must have an extended frame designed to carry additional people or cargo.

E-cargo bike must meet all of the following criteria:

  • Designed to carry one or more passengers in addition to the rider OR designed to carry heavier or bulkier loads than a traditional bicycle can carry
  • Bike has an extended frame (long tail, long john, Bakfiet or box bike)
  • Bike's extended frame has a published cargo load carrying capacity of at least 100 lbs.

Documentation Required with Application
Specific e-bike documentation requirements include, at minimum:

  • Applicant name and contact information
  • Primary Ashland Electric Utility customer information (name, account number, service address, and contact information)
  • Fully-paid invoice or bill of sale
    • Invoice must be complete and legible 
    • Invoice must show applicant’s first and last name (should match your utility bill)
    • Invoice must show bicycle make and model, purchase price, date of purchase, bike shop or vendor contact information.

Program Overview

Electric Vehicle Incentive

Many Ashland Electric customers have shown their commitment to the environment by being early adopters of zero emission vehicles, but EVs, also known as battery electric vehicles, remain financially out of reach for many customers. This EV incentive is important because it focuses on more affordable electric vehicle options, thereby making EVs more attainable to more utility customers. Ashland Electric seeks to promote additional EV adoption, so that all customers can experience the financial and environmental benefits of zero emission vehicles.

Goal: The EV incentive increases equitable access to zero emission vehicles by providing Ashland Electric customers with a cash incentive for the registration of an eligible EV.

Incentive Status: Beginning December 3, 2022 the EV incentive is $1,000. Applications received before December 3, 2022 may be eligible for the previous incentive.

  • Completed applications are processed in the order they are received.
  • If you recently filled out a pre-application, we still have your information. Please submit your final application within 45 days of your initial submission.

Applicant and Rebate Requirements
The EV incentive program is made available with the following direction:

  • The current electric vehicle rebates are:
    • Battery Electric Vehicles (BEV) = $1,000
    • Zero Emission Motorcycles (ZEM) = $750
  • Vehicle must be purchased or leased after April 22, 2022.
  • The rebate is available to Ashland Electric utility customers.
    • Electric account must be active at the time of purchase or lease.
    • Vehicle must be registered at the utility service address.
    • Only one electric vehicle incentive may be issued per utility account.
  • Rebate application must be submitted to the City of Ashland within 180 days from the purchase date. For the purposes of this program:
    • The date of purchase is the date the purchase contract or security agreement was executed and signed.
    • The date of lease is the date which the lease agreement is signed.
    • For Tesla and other vehicles ordered without a standard purchase/lease agreement, the date of purchase or lease is the first date of vehicle registration. Applicants must take delivery of their vehicle before submitting a rebate application.
    • Vehicles are only considered new if they have not been previously registered. 

Vehicle Requirements
The vehicle purchased must, at minimum:

  • All vehicles must have a 100% electric drive train.
  • Be purchased from a state-licensed dealership or an OEM (original equipment manufacturer). 
  • Be registered at the applicant's Ashland Electric service address.
  • Must be registered to the applicant for at least 24 months.
  • Used vehicles
  • New and Leased vehicles

Note: all vehicles approved by the State of Oregon have a base model manufacturer suggested retail price (MSRP) of $50,000 or less.

Exclusions
The following are excluded from this program:

  • Plug-in hybrid electric vehicles (PHEV) are not eligible. 
  • Private party (ie, person to person) sales are not eligible.
  • Aftermarket conversions are not eligible.

Documentation
Specific EV documentation requirements include, at minimum:

  • Applicant name and contact information.
  • A complete copy of your most recent Ashland Electric Utility bill.
  • A complete copy of the vehicle sale or lease contract executed and signed, with all pages included.
    • A complete contract includes an itemization of credits, discounts, and incentives received, if applicable.
    • The applicant’s name/address, and the name/address of the dealership must be listed on the contract.
    • The applicant's address must match the Ashland Electric Utility service address. 
  • Documentation verifying the vehicle is registered at the utility address. This includes a DMV Submission form or the final DMV Registration.

  • The Applicant is responsible for verifying that all program requirements are met.
  • Incomplete documentation may result in incentive ineligibility.

Program Overview

Commercial and Workplace Charging Incentive

Electrifying transportation is an important part of Ashland's Climate and Energy Action Plan. Removing fossil fuels from our transportation infrastructure reduces climate-altering emissions, improves local air quality, and creates additional load for our locally-owned electric utility. Business locations are a key area to support vehicle electrification. Workplaces may benefit by saving money through electrifying fleet vehicles, offering an additional benefit for employees, or as an amenity for customers.

City of Ashland will reimburse a fixed amount per charger installed, according to the table below. Incentives are available for new, Level 2 electric vehicle chargers.

For example: A local hotel purchases two chargers at a cost of $500 each, then pays the electrician $400 to install them. The business can apply for an incentive up to $1,400 ($500+$500+$400). According to the table, $1,500 is the maximum incentive for two chargers. 

Eligibility Requirements

Your business may apply for this incentive if:

  • The business has an active Commercial, Industrial, or Government electric account, in good standing with Ashland Municipal Electric Utility.

OR

  • The business is an active, registered contributor to Ashland's Transient Occupancy Tax

Charger Equipment Requirements 

  • Chargers must be new and capable of level 2 charging. 
  • Costs may include a pedestal for mounting. 
  • Chargers with more than one "plug" (J1772 connectors) are considered a single charger. 
  • Equipment must be purchased and installed after 1/1/2020. 

Installation and Electrical Upgrade Requirements 

  • Electrical upgrades must be completed by a licensed electrician. 
  • Labor and material costs are eligible, so long as they are necessary for the installation. 
  • Installation shall meet all local, state, and federal codes. 

Documentation
Specific documentation requirements include, at minimum:

  • Business name, applicant name, and contact information
  • Primary Utility customer information (name on account, account number, service address, and contact information)
  • Paid invoices for EV charger(s)
  • Paid invoices for required electrical upgrades showing labor and material costs.
  • Copy of required permits, including final inspection if necessary. 

Additional information:
Submissions that do not meet the program eligibility criteria will not be considered.

Overview

Public Charging

As of May 2021, there are 16 city-owned public chargers. All public chargers offer Level 2 charging capability.​ Thanks in part to funds from the Oregon Clean Fuels Program, there is no fee to use the public chargers.
