October 15, 2010

Regular Meeting

Attendance:

Commissioners:  Bussell, Edson, Davis, Pugh, Seltzer (staff)

 

Absent:  Wilkerson, Wynkoop, Lemhouse (council liaison)

 

Chair Bussell called meeting to order at 8:15 a.m.

 

Minutes from the September 17 meeting were approved with corrections.

 

Report on Murals

Bussell provided an overview of mural guidelines from the Regional Arts and Culture Council (RACC) in Portland.  RACC believes murals on private property funded in part with public dollars benefits the neighborhood in addition to the business.

 

Bussell offered two options for the PAC to consider: 1) private property owners pay for the entire mural and come to the PAC with a proposal; 2) PAC helps to raise funds for the proposed mural.  Generally the PAC agrees the PAC can assist in raising funds for murals.

 

Edson suggested reviewing the mural guidelines from Chicago.

 

Next steps:

PAC needs to determine its own criteria, determine an estimate of cost per square foot and determine available grants and related deadlines.  Bussell will draft the criteria using information from other communities and Davis will identify potential granting organizations and deadlines.

 

Proposed Selection Criteria

Bussell drafted criteria for PAC review.  Final adoption of criteria will occur at the November meeting.

 

AGA Guide

Publication date is January 11.  Edson will interview Nancy Parker to draft an article about the Peace Wall and public art.  Draft article will be reviewed and approved by the PAC at the November meeting.

 

PAC proposal to AGA

The group discussed possible proposals to offer the AGA for the use of AGA public art funds.  The proposal should include the “project” and how the AGA would be involved in the selection.  The group discussed proposing a series of installations over the next ten years with a new installation every two years.

 

Calle Call to ARtists

The PAC discussed and agreed to retain the same theme for the Calle sculpture garden as has been used in the past.  Pugh would like to keep the submissions limited to local artists (Jackson and Josephine counties).  Edson suggested expanding the outreach to Eugene. 

 

Bussell will update the previous Call to Artists for PAC approval in November and posting in December.

 

PAC Goals

There is some confusions over the request for PAC goals.  Bussell thinkgs the Mayor asked for the PAC to present their goals to the Council.  Seltzer thinks the Mayor is asking the PAC and all commission for any input they might have prior to Council setting their goals for the upcoming fiscal year.  Bussell and Seltzer will check with the Mayor.
