LIDs (Local Improvement Districts)A LID is a special area or district established by the City Council, which needs specific capital improvements. Improvements include the construction and or paving of streets, storm drains sidewalks, sanitary sewers and water lines. The City and the property owners within the LID share the expense. The total cost paid by both parties depends on many different things. Each property owner will be assessed based on the potential number of lots on their property. Most property owners will only have one, but development properties can have many. The maximum assessments for most properties are capped at $4,000 per potential unit. Oregon State law allows two methods of establishing a LID: either by a petition of the majority of the property owners in the area or as a resolution of the City Council. State law allows the City Council to proceed with a LID unless two-thirds or more of the participants vote no on the proposal. For more information, call the Community Development at 488-5305.
