The City of Ashland is requesting written proposals from qualified firms for “Chemicals for use at the City of Ashland WTP & WWTP”. This Invitation to Bid (ITB) is intended to provide prospective proposers with sufficient information to prepare and submit a bid for consideration by the City.
Bid documents may be downloaded from the OregonBuys web procurement system. Any addenda that may be issued relating to this RFP will be available from OregonBuys, and potential proposers are cautioned to continuously monitor the site for updates and addenda.
Applicants may submit their proposals and/or responses online. Proposals may also be delivered in hard copy form to the City in accordance with the requirements outlined in the RFP.
The deadline for submitting questions is 5:00:00 PM (PST), Thursday, May 30, 2024. All questions must be asked through OregonBuys where questions and answers will be available to all proposers.
Proposals must be received by 2:00:00 PM (PST), Tuesday June 4th, 2024, either digitally by submission through OregonBuys or mailed to 20 E. Main Street, Ashland OR 97520. The proposals will be opened at the time and date of the deadline, and the City will record and make available the identities of the proposers.

PUBLIC NOTICE Approval of a Sole Source Procurement - Solid Ground Landscaping, Inc.

A request for approval of a Sole Source procurement was presented to and approved by the interim City Manager, acting as the Certifying Official, on May 10, 2024.
It has been determined based on written findings that the following Goods and Services are available from only one source.
In 2023, four (4) large black pine trees that were installed as part of the redesign for the Ashland Japanese Garden died because of soil conditions, wet weather, and transplant shock. Solid Ground Landscaping, Inc. was the original contractor for the AJG redesign. In cooperation with the Ashland Parks Foundation (APF), Solid Ground Landscaping, Inc. has
aided in identifying donors to reimburse the Ashland Parks and Recreation Commission (APRC) for the cost of the specialized trees. These trees are also the only cost to APRC for this project as Solid Ground Landscaping, Inc. has agreed to donate their labor, equipment, and materials for the installation. They have also agreed to donate a tree, valued at $9,000.00. The Japanese black pine trees have been selected to best match the vision of the AJG’s designer, Toru Tanaka. These trees, cultivated by Mr. Tanaka, were purchased by Solid Ground Landscaping, Inc. before Mr. Tanaka closed his nursery, making these incredibly specialized and mature (60+ years) Japanese black pines unavailable to
others.Solid Ground Landscaping, Inc. is also uniquely positioned to perform the tree installation because of their knowledge of the AJG and the issues that resulted in the failure of the original trees.

An affected person may protest the determination that the goods and services are available from only one source in accordance with OAR 137-047-0710. A written protest shall be delivered to the following address: City of Ashland, Colton Cochran, Purchasing Specialist, 90 N. Mountain Avenue, Ashland, OR 97520. The seven (7) day protest period will expire at 10:00:00 AM (PST) on May 17, 2024.
This public notice is being published on the City's Internet World Wide Web site at least seven days prior to the award of a public contract resulting from this request for approval of a Sole Source procurement.
